This is Mechuka in Arunachal Pradesh! And I re-visited after 5 long years. And if you're an Indian, you'll need an Inner Line Permit (ILP) to get here - https://eilp.arunachal.gov.in/preTuristEIlpKYC
You can get the inner line permit online or at the border on working days.
And if you are a foreigner, you'll need to apply for a Protected Area Permit (PAP)

Mind you, the road journey to this place is really long, and you'll have to take a break at Aalo in between. For which I recommend Reyi Homestay.
